## What is ODGS?

ODGS (Open Data Governance Standard) is a candidate standard at CEN/CENELEC JTC 25, aligned with NEN 381525. It provides a formal, machine-readable definition layer for data governance — enabling cryptographic enforcement of data quality, lineage, and compliance at runtime.

Unlike passive governance tools (Collibra, Monte Carlo, dbt) that observe and report, ODGS enforces. It sits in the execution path between your data pipeline and your AI systems, blocking non-conforming data before it reaches downstream consumers.

## Why ODGS Exists

The EU AI Act (Regulation 2024/1689) becomes enforceable for High-Risk AI systems on **August 2, 2026**. Article 99 penalties reach **7% of global annual turnover**. Under strict liability, you cannot comply using probabilistic observability tools — you need deterministic enforcement.

ODGS provides:
- **Runtime Hard Stops**: Validate data at inference time (<10ms). Non-conforming data is blocked, not just flagged.
- **Cryptographic Signing**: Every metric definition gets a SHA-256 hash. Every validation produces a signed S-Cert (Semantic Certificate).
- **Forensic Audit Trail**: Full Article 12 compliance — cryptographic proof of what data meant at the moment of every AI decision.
